The XM broker website has been blocked by the government of Singapore. From my understanding, the reason for the blockage was because XM was allegedly marketing their services to Singaporeans without a license from the Monetary Authority of Singapore (MAS). XM and Octafx broker websites were blocked by the market regulatory authority in Singapore, that should explain why your friend cannot access the sites.
